| Preamble: | We, the youth of Barrio Catandala Ibaan, Batangas, imploring the aid of Almighty God, in order to
establish a community organization that we called Golden Harvest Club ( GHC ) whose mission is to promote camaraderie
and unity among our youths, propose plans that will support the community projects as well as help them assist community social functions (e.i. fiesta, wedding, burial, etc.), implement youth oriented activities that will sharpen and harness the member’s capabilities and talents, do hereby ordain and promulgate this constitution and by laws. |
ARTICLE I. General Provision | Section 1. NAME
It shall be called Golden Harvest Club (GHC). It’s name in tagalog stands for
“Ginintuang Ani” which originated on the source of living of people that time
it was founded 1967, which is farming.
Section 2. ADDRESS
The GHC has its principal office at the Barangay Hall of Bo. Catandala Ibaan, Batangas.
Section 3. GENERAL OBJECTIVES
- GHC shall promote camaraderie and unity among youths of Bo. Catandala Ibaan, Batangas.
- GHC shall propose plans that will support the community projects as well as help them assist community social
functions (e.i. fiesta, wedding, burial etc.).
- GHC shall implement youth oriented projects that will sharpen and harness the member’s
capabilities and talents.
SPECIFIC OBJECTIVES
- GHC shall organize a set of projects
that will serve as a venue where the organization members help for the
improvement and beautification of the town.
- GHC shall promote and support municipal
and barangay’s youth campaign to built a mutual understanding and cooperation.
- GHC shall offer services to any kanayon
or group who may need assistance.
- GHC shall conduct a set of activities for the annual
fiesta celebration of Bo. Catandala Ibaan, Batangas.

ARTICLE II. Membership |
Section 1. ELIGIBILTY
Membership to this organization shall
be open to all youth that are natives of Bo. Catandala Ibaan, Batangas. Members
should be single and at least 13 years of age.
Section 2. REQUIREMENTS
- Applicants for membership must be willing to commit themselves to the objectives, ideals
and requirements of the GHC.
- Membership in this organization is continuous for as long
as the member is still single and intends to be part of the GHC.
Section 3. THE MEMBERSHIP COMMITTEE
- The Membership Committee shall be formed at the start of every term of office by
the Vice President.
- The Membership Committee shall update the list of single members and exclude the
members who got married already.
Section 4. MEMBERSHIP CARD
Only members of the GHC can avail of the membership
card, which will be the official ID of the organization.
Section 5. APPLICATION FOR THE MEMBERSHIP CARD
To avail for the membership card, the member should:
- Be a bonafide native of Bo. Catandala Ibaan, Batangas and is a member of the GHC.
- Pay the annual fee of P50 (for male members only).
Section 6. REMOVAL & SUSPENSION OF MEMBERSHIP CARD
Every member shall uphold the objectives and
purposes of the organization that will manifest in the performance of his/her
rights and duties. So any member who fails to perform his/her responsibilities
or creates trouble to the organization shall be subjected to any of the
following disciplinary actions.
1st offense
Member shall be given a written warning signed by the
organization president and noted by the advisers.
2nd offense
If the member, after
receiving a warning, commits another offense.
He/She
shall be suspended and will be denied of membership privileges.
3rd offense
The suspended member who further
commits an offense shall be removed from the roster of members and shall never
be re-admitted.
Section 7. MEMBER’S RIGHT AND DUTIES
Every member shall have the following rights;
- Shall have the right to attend to all organization’s
activities.
- Shall have
the right to express views, comments on matters regarding the organization and
its activities.
- Shall have
the right to propose amendments to the constitution.
- Shall have
the right to seek organizational assistance and remedy on grievances against
any member of the organization, community officials (barangay and municipal).
- Shall enjoy
all the other benefits or advantages from the activities and services of the
organization.
Every member shall have the following duties;
- Every member
shall uphold the objectives and purposes of the organization.
- Every member
shall project good image of a GHC member to safeguard the image wherever and
whatever the situation calls for it.
- Every member shall participate in all organizational
activities, general assemblies, fund raising projects and other related
activities.

ARTICLE III. Officers |
Section 1. COMPOSITION OF ORGANIZATION OFFICERS
The officers of the organization shall be composed of
the following; (note that Internal and External Affairs is designated to Female
and Male counterpart respectively):
- President
- Vice President (Internal Affairs, External Affairs)
- Secretary
- Treasurer
- Auditor
- Public Relations Officers
- Sgt. at Arms (7 – seven gentlemen)
- Muse – Model of Goodwill and
Congeniality
Section 2.
ELIGIBILITY TO RUN FOR OFFICE
- President
- Must be a sibling of any couple who is natives of Bo. Catandala Ibaan, Batangas. He/She must be matured to represent the organization
in any transaction and projects. He/She must be willing to serve best the
interest and mission of the GHC.

Vice President
-
Must be a sibling of any couple who is natives
of our barangay. Matured and responsible to handle the organization in the
absence of the president.

Secretary
-
Must be a sibling of any couple who is natives of our barangay. He/She must have the ability to communicate fluently,
verbally and in written form, both in English and Filipino.

Treasurer
- Must be a sibling of any couple who is natives of our barangay. He/She must be trustworthy and adept in handling financial affairs.

Auditor
- Must be a sibling of any couple who is natives of our barangay. He/She must possess honesty and adhere to competency in auditing.

Public Relations Officers
- Must be a sibling of any couple who is natives
of our barangay. He/She must be hardworking; fluent or competent in public
speaking and must also have good relations with the youth of our barangay.

Sgt. at Arms
- Must be a male sibling of any couple who is natives of
our barangay. He must possess discipline and determination to fulfill his
responsibilities.

Muse
- Must be a female sibling of any couple who is natives
of our barangay. She must possess poise, charm and outstanding personality. She
must possess beauty of face and figure. She must be smart, witty and of good
moral character.
Section 3. POWERS
AND DUTIES OF THE OFFICERS

President
-
The President must be effective, efficient and economical
in governing the programs, policies and projects of the organization. He/She
has the following powers and duties;
- Shall call and preside over all meetings, general
assemblies and gatherings of the organization.
- Shall
evaluate and sign all the resolutions, communication papers and other relevant
papers pertaining to the business of the organization.

Shall
authorize all disbursement of funds and counter-sign disbursement.

Shall call
special and emergency meetings whenever seemed necessary.
- Shall act as the official spokesperson of
organization.

Internal
& External Vice-President
-
- Shall
function as the acting president in the absence of the President.
- Shall carry
out the objectives of the organization and perform such other functions
delegated to him/her by the president.

Shall head
the Membership Committee and choose members under the Committee.
- Shall have
the authority to create other standing committees for the accomplishment of
his/her responsibilities.

Secretary
-
- Shall act as
custodian of the organization’s records.
-
Shall take
and prepare all minutes of all meetings.
- Shall furnish
a written report of the minutes of the previous meeting not later than two (2)
days after the said meeting.
- Shall check
the attendance of all the members present at the meetings and other
organization activities.
- Shall perform
such other functions, incidental to the officers that the President may direct.

Treasurer

- Shall be custodian of all the funds and
financial reports of the org.

Shall disburse funds upon the authorization of the
President.
- Shall keep all records, receipts and
accounts of all disbursement.
- Shall accept, collect and properly
record all donations, sponsorship and contributions, given to the organization
by the members and non-members.

Auditor
-
- Shall head the Sponsorship/Solicitation Committee.
- Shall audit and counter check the
financial update of the organization.

Shall furnish the transparency of all
the organization’s updated financial status.

Public Relations Officer
-
- Shall head the Public Relations Committee.
- Shall be responsible for the
invitations, contact of members for scheduled projects and meetings.
- Shall be the President spokesperson (as
the occasion may call for) and may therefore represent the organization in any
affairs where the organization is invited.

Shall be responsible for the publicity
or invitation of the organization up-coming projects.

Sgt. at Arms
-
- Shall
maintain the peace and order among officers and members of the club.
- Shall
implement rules and regulations made by the officers.
- Shall support the Barangay Tanod officials in
preserving peace and order on our town.
- Shall assist
the other officers in important tasks to be fulfilled.

Muse
- Shall promote
goodwill and peace among the officers and members of the
organization and the whole community.
- Shall represent the organization on municipality
beauty pageant contest and projects such as charity works.
Section 4. TERMS OF
OFFICE
The Term of Office of any elected
officers in the GHC shall be from the date to his/her proclamation and shall
end upon the proclamation of his/her successor unless terminated due to
registration or removal from office. The
number of years of their term shall be a minimum of (2) two years and a maximum
of (4) three years.
